The Miami Heat have made qualifying offers to forward Jamario Moon and center Joel Anthony. Both are now restricted free agents, but the Heat will have the right to match any offer they receive from other teams. The Heat made the announcement Monday. Moon was acquired Feb. 13 from the Toronto Raptors, along with Jermaine O'Neal in exchange for Shawn Marion and Marcus Banks.
