Titans Back to #1 in RCS NFL Power Ranking Averages

The RCS NFL Power Ranking Averages combine nine* other sites' power rankings to make the most balanced and unbiased grade possible, and to offer the most accurate look at the state of the NFL on a weekly basis.
The Titans and Giants reclaimed their spots as the top two teams in the RCS NFL Power Ranking Averages. Two teams fell out of the top ten this week, with the Vikings dropping from 8th to 11th and the Bucs falling from 10th to 12th. Rising into the top ten are the Patriots, up from 11th to 9th, and the Dolphins, up from 14th to 10th.
There is a lot of discrepancy in this weeks rankings, and most all of it comes by way of the What If ...

claiming something about some team in Maryland being the best in football based on whatever cockamamie formula he has to base that on, this one should be simple.
