I am not certain how, even if they wanted to the city could accept a cash buyout now. I would have to think that given the pending litigation if they agreed to take $100M to settle, and made that conditional upon Clay having legally established control of the team that they would then have to put the money in escrow and have it sit there pending the outcome of the Schultz case.
Would you want to be the mayor that played Judas, sold the team, then never even collected a dime of the blood ...
