I don’t think this is true. Avoiding outs leads to more baserunners, but the team will still get the same number of balls in play which become outs or hits. Actually, the opposite might be right, because more walks create more double play opportunities, which tips the outs/hits ratio in favor of the outs. That does by no means means that walks are bad, of course.
