The Franchise Tag Has To Go

With the Lance Briggs and Asante Samuel situations in the news so much recently, I decided to take a critical look at the franchise tag system. This is what I came up with, two changes to the system that would help prevent situations like Briggs' and Samuel's while returning the franchise tag to its original purpose of allowing teams to negotiate long-term deals with critical players.
