Ramsey, a former Washington Redskins first-round draft pick from Tulane, was cut by the Titans when they activated cornerback Cary Williams earlier this month. In eight NFL seasons, Ramsey has completed 56 percent of his throws for 5,930 yards, 35 touchdowns and 30 interceptions for a 74.9 quarterback rating.
