	<description>&lt;p&gt;I personally think owners should be ranked by winning, or at least building a winning organization, but Daniel Synder and Washington have been anything but since.  SI ranked the owners from 1-32 with Synder at #5....I think he&#39;s closer to 32 than he is 5...
