Almost one year ago, after an early-season rash of checks to the head caused a leap in concussions, the N.H.L.’s Hockey Operations Department issued a memo to the players that was posted in each club’s dressing room. In the memo, the league promised it would not accept this kind of activity and pledged ever lengthening suspensions until the problem was arrested.
